This function returns the diameter of last bifurcation before the terminal tips .

Returns a value : For each branch

Output Interpretation :

The the Total_Sum of the Last_parent_diam doesn't make sense.

Total_Sum = 9 gives Total_Sum, Minimum = 0.3 gives minimum, Maximum = 1 gives maximum for given input neuron.
