Bif_tilt_local

This function returns the angle between the previous compartment of bifurcating father and the two daughter compartments of the same bifurcation. The smaller of the two angles is returned as the result.
Tilt is measured as outer angle between parent and child compartments. L-Measure returns smaller angle of the two children, but intuitively this can be viewed as the angle of deflection of the parent orientation compared to the orientation of the mid line of the bifurcation amplitude angle.

Output Interpretation :
The the Total_Sum of the Bif_tilt_local doesn't make sense.
Total_Sum = 12330.6 gives Total_Sum, Minimum = 20.7363 gives minimum, Maximum = 175.093 gives maximum for given input neuron.
